What you will do

  • Participate throughout the software development lifecycle, with particular emphasis on planning, analysis, testing, integration, documentation, and presentations.
  • Ensure contract deliverables, integration plans, testing needs, training plans, presentations, and Government-requested documentation are complete and coordinated with customers and DLA technical teams.
  • Create, monitor, revise, and track project plans and schedules; prepare meeting agendas, minutes, in-process review materials, and other program artifacts.
  • Coordinate effectively with HMMS support contractors, PMO personnel, Service and agency sites, trainers, functional specialists, technical specialists, and other key stakeholders.
  • Provide senior guidance on hazardous-material and hazardous-waste processes, environmental information management, MSDS/SDS services, repository quality, and related DLA procedures.
  • Support information-assurance and cybersecurity documentation and coordination, including EITDR/eMASS maintenance, control validation and testing, system architecture documentation, and firewall-exception requests.
  • Present complex technical and program information clearly to senior military and non-DoD officials.
Required qualifications

  • A minimum of five (5) years of environmental and systems experience; alternatively, a related degree plus at least three (3) years of practical experience in an environmental field such as geology or environmental science.
  • A minimum of five (5) years of experience and demonstrated knowledge of HMMS, HMIRS, and DSS supporting HMMS as a DoD ACAT III IT development program. Experience must include program management, systems engineering, functional/technical quality, cost analysis, and configuration-management assessments or audits of DoD IT lifecycle requirements, documents, and data for compliance with DoD acquisition policy and regulation.
  • Hands-on experience with DoD lifecycle management and a working understanding of DLA policies and procedures governing system changes, upgrades, and connections.
  • Proficiency with Microsoft Office Suite applications.
  • An IT-II security clearance or a current National Agency Check with Local Agency Check and Credit Check (NACLC) at the time of proposal submission.
  • A relevant certification from a nationally recognized technical authority.
  • Excellent written and verbal communication skills, including demonstrated ability to present material to senior military and non-DoD officials.
  • Ability to satisfy the PWS requirement that the lead Environmental SME be an employee of the prime contractor.
Specialized knowledge and operating context
  • Hands-on environmental background and working knowledge of CFR Titles 29, 40, and 49; DoD hazardous-material/hazardous-waste policies and procedures; and environmental impacts and logistics management.
  • Experience validating and managing MSDS/SDS repositories and reporting, supporting a global help desk, and coordinating services for DLA, the military services, and other Federal agencies.

Voluntary Self-Identification of Disability
Voluntary Self-Identification of Disability Form CC-305
OMB Control Number 1250-0005
Expires 07/31/2029
Why are you being asked to complete this form?

We are a federal contractor or subcontractor. The law requires us to provide equal employment opportunity to qualified people with disabilities. We have a goal of having at least 7% of our workers as people with disabilities. The law says we must measure our progress towards this goal. To do this, we must ask applicants and employees if they have a disability or have ever had one. People can become disabled, so we need to ask this question at least every five years.

Completing this form is voluntary, and we hope that you will choose to do so. Your answer is confidential. No one who makes hiring decisions will see it. Your decision to complete the form and your answer will not harm you in any way. If you want to learn more about the law or this form, visit the U.S. Department of Labor’s Office of Federal Contract Compliance Programs (OFCCP) website at www.dol.gov/ofccp.
